On March 25, 2025, Representative Paul Gosar reintroduced the Fairness for High-Skilled Americans Act, a bill aimed at abolishing the Optional Practical Training (OPT) program—a program that allows foreign graduates to work in the U.S. for up to three years after completing their studies, often as a stepping stone to H-1B visas. This is a historic moment for American workers, and we at White-Collar Workers of America are leading the charge to ensure this bill becomes law. With Trump back in office, we have a real opportunity to end OPT and protect American jobs—but we need your help to make it happen.
Why OPT Must End in 2025
The OPT program is a direct threat to American graduates, especially in STEM fields. Here’s what recent data reveal about its devastating impact:
Unfair Competition for American Graduates: Recent American tech graduates with stellar credentials are struggling to find jobs because OPT STEM visas give foreign graduates a three-year work permit, flooding the market with competition. OPT gives foreign students an unfair advantage over U.S. citizens, who are left to pay taxes and vote while opportunities are handed to foreigners.
Universities Prioritize Foreign Students: A March 12, 2025, post on X pointed out that universities like Columbia attract large numbers of foreign students through the Bush-Obama-era STEM-OPT program, which offers a 15% tax break to employers who hire them. This incentivizes universities to focus on foreign students over Americans, turning education into a work permit scheme rather than a pathway for U.S. graduates.
Corporations Choose Foreign Labor to Save Money: The 300,000 H-1B, L1, and F1 visa holders (including OPT participants) entering the U.S. annually are overwhelming white-collar positions, particularly in tech. Corporations like Amazon, Google, and Meta hire H-1B workers to cut costs—paying them below the median wage for their roles, as reported by the Economic Policy Institute (2023 data). OPT serves as a pipeline to H-1B, it’s a “magnet” for foreign students, allowing them to stay and take jobs that should go to Americans.
Economic Crisis and AI Threats: With unemployment still high—26 million Americans were unemployed in 2020 due to COVID-19, and the tech sector saw 1,000,000+ layoffs by top H-1B employers in 2020-2025 —the job market remains brutal. Job postings for software development roles are down to 67% of their February 2020 levels (CBS News, January 13, 2025). Meanwhile, AI is automating entry-level jobs, further shrinking opportunities for American graduates. We can’t afford to let foreign workers on OPT and H-1B visas take the few jobs left.

We also need American Data Locality laws to ensure that American data is handled by American citizens and stored on American soil. This is critical to prevent the outsourcing of American jobs and protect our economic future.
